Ring® is a title-holding telecommunications operator («operador titular») licensed by SUTEL, Costa Rica's telecommunications regulator. We operate under our own authorization — not as a reseller — and we stand behind every obligation that license carries.
What our SUTEL license means
In 2019 the Superintendencia de Telecomunicaciones (SUTEL) granted Ring Centrales de Costa Rica S.A. its title-holding operator authorization under resolution RCS-251-2019. As a licensed carrier we hold the authorization directly: we own the network, the numbering and the interconnection arrangements that make our services work.
A title-holder is not a reseller. The license also carries obligations — quality and continuity of service, lawful interconnection, accurate numbering use, cooperation with the regulator and compliance with the national legal framework. We treat those obligations as the baseline of how we operate, with evidence and traceability behind each one.

Regulatory framework
Telecommunications in Costa Rica are governed primarily by the Ley General de Telecomunicaciones N.º 8642 and the law that strengthens and modernizes the sector, Ley N.º 8660. Together they establish the rules for market competition, operator obligations and consumer protection, and they create SUTEL as the independent regulator responsible for oversight, authorizations and enforcement.
As a SUTEL-licensed operator, Ring is subject to that regulator's supervision and reporting requirements, and our authorization remains valid under the conditions set by the framework above.
Interconnection with the SNT
Ring maintains direct interconnection with the National Telephone Network (Red Telefónica Nacional, SNT). That interconnection lets calls originate and terminate across Costa Rica's public network under the conditions established by the regulatory framework, and it is part of what it means to operate as a title-holding carrier rather than a downstream reseller.
